The annual Voters' Guide, An Insider's Guide to the Environmental Record of New York's Legislature and Governor, is a legislative report card, containing a complete account of Assembly and Senate members' voting records on state environmental legislation.
EPLEnvironmental Advocates tabulates legislators' scores based on their votes on important environmental legislation. The rating system weighs bills according to their potential impact, either beneficial or detrimental, on New York's environment. Each bill that EPLEnvironmental Advocates took a position on in 2000 received one of six ratings:THREE TREES - significant assistance and benefit to New York's environment; TWO TREES - substantial benefit to New York's environment; ONE TREE - beneficial to New York's environment; ONE STACK - detrimental to the cause of environmental protection in New York; TWO STACKS - substantial harm to New York's environment; and, THREE STACKS - major or lasting harm to New York's environment.
